Why are men allowed to be shirtless on television, and women do not?

Is something I've always wondered. It's breast tissue, both have it! Men with gynecomastia (a condition in which individuals develop as- women's breasts) are on television all the time! The men, even breast reduction surgery for the love of God, no reduction in breast breast reduction. So what happens? I do not understand.

Because we are different. At one point (during the Elizabethan period) was common for women to bare their breasts as a sign of youth and vitality.
